With a new month approaching, there’s an important travel update for anyone heading to Indonesia. Starting September 1st, 2025, the Indonesian government will begin enforcing the use of the All Indonesia Arrival Card—a new digital entry form that will eventually be required at all international entry points.
Initially, the card will be mandatory at only three major airports: Jakarta (Soekarno-Hatta), Bali (Ngurah Rai), and Surabaya (Juanda). From October 1st, 2025, the requirement will expand to include all international airports, seaports, and land border crossings across Indonesia.
This digital form replaces several procedures and is aimed at simplifying the arrival process for both foreign travelers and Indonesian citizens. Here’s what you need to know.
What Is the All Indonesia Arrival Card?
The All Indonesia Arrival Card is a digital form that must be completed before traveling to Indonesia. It consolidates several previously separate documents into one online submission.
- Electronic Customs Declaration
- Health Pass
You fill it out once, get a QR code, and show it at the airport when you land. That’s it.
And yes, it’s completely free.
Backindo Tip: If you’re staying in Indonesia for more than 90 days and plan to use a local SIM card, you’ll need to register your phone’s IMEI number. You can add it when filling out the customs section of this form—it’s quick and easy. Read: Indonesia SIM Cards & IMEI Rules for Tourists.
What It Does NOT Replace
Even though the data you enter in the system can be used to submit and pay for your B1 tourist visa, it doesn’t replace a visa—and you shouldn’t skip this step.
Backindo Tip: Make sure your details are correct, because there's no way to edit your submitted data before proceeding to the visa payment.
You can also obtain your visa through other channels— online e-visa, visa on arrival (VOA), or traditional visa issued by an Indonesian embassy.
It also doesn’t replace the Bali tourist levy that travelers must pay when entering which travelers must pay separately on a completely different website.

Who Needs to Use It?
The All Indonesia Arrival Card is required for all international travelers, regardless of their nationality or purpose of visit. This includes:
- Foreign nationals, such as tourists, business travelers, or foreign residents entering Indonesia.
- Indonesian citizens, including those returning home from trips abroad.
The requirement applies to everyone, regardless of age. Even infants and children must be included in the arrival card submission, either as part of a family registration or through an individual entry if traveling alone.
Family and Group Submissions
One helpful feature of the system is that it allows multiple travelers to be registered in a single submission. This makes the process more efficient for families traveling with children or for organized travel groups. For example, a parent can submit information for their children, and a group leader or coordinator can complete the arrival details on behalf of others in the group.

Timeline and Rollout
The implementation of the All Indonesia Arrival Card is being carried out in phases:
- Starting on September 1st, 2025, the card becomes mandatory at three of Indonesia’s main international gateways:
- Soekarno-Hatta International Airport in Jakarta
- Ngurah Rai International Airport in Bali
- Juanda International Airport in Surabaya
- From October 1st, 2025, the requirement will be expanded nationwide to include:
- All other international airports, such as those in Medan, Makassar, Manado, Komodo, and more
- All seaports
- All land border crossings
Backindo Tip: You’ll need to enter your seat number in the health section. If you don’t check in online, just wait until you get your boarding pass at the airport, then fill in the form while waiting for your flight.
How to Fill It Out
You can submit the form as early as three days before your flight—and ideally, you should. But if you forget, you can still fill it in after landing in Indonesia. Just be aware: that might mean longer lines and delays at immigration and customs.
You can access the system in two main ways:
- Via the official web platform: allindonesia.imigrasi.go.id
- Through mobile apps for Android and iOS, which are expected to be available soon
It should not take you more than 3 minutes and once the form is submitted, you’ll receive a QR code to present after arrival.
Backindo Tip: Take a screenshot of your QR code, just in case you can’t connect to Wi-Fi at the airport.
